Не совсем. Просто, поскольку переложение иностранного произношения на русский всегда допускает некоторую гибкость, предполагалось. что "Pourquoi pas?" будет читаться как "Пуркуа па?", а не "Пурква па?" Как, скажем "Ватсон/Уотсон".
